Why is there not 50 NFL teams : Every state has a different population. Some can sustain multiple teams due to how big they are, some can't even sustain 1. The population of Rhode Island is 1 million, the population of Texas is 29.5M. Doesn't make sense to have an entire franchise in Rhode Island.
