Volume Gateway – A Volume Gateway provides cloud-backed storage volumes that you can mount as Internet Small Computer System Interface (iSCSI) devices from your on-premises application servers.

What is storage volume gateway : Volume Gateway offers cloud-backed storage to your on-premises applications using industry standard iSCSI connectivity. You don't need to rewrite your on-premises applications to use cloud storage.
